icInfrastructure is looking to hire an Adult Learning and Development Specialist to join our team to help deliver an exciting consulting project for a national client. The project is to continue development of a competency framework and an associated competency management program that will provide municipalities across Canada with a clear overview of everything they need to develop and hire effective ‘infrastructure asset management practitioners’. We are producing an industry leading knowledge product that will benefit the thousands of communities across Canada that are struggling to implement effective asset management and infrastructure planning practices. It will help them with staff training and development, hiring to fill gaps in their organization, as well as writing more appropriate job descriptions. The project is already approved by a number of national associations and partners, including the Federation of Canadian Municipalities.


We need an Adult Learning and Development / Human Resources Specialist who wants to be involved in a real project that will benefit a national industry. The first stage of the project is now complete with the public release of the Asset Management Competency Framework for Canadian Communities (AMCF) published and free to download at You’ll be moving the project and the AMCF through the next phase of development. What is Infrastructure Asset Management?

Delivering services to customers and making short and long-term decisions is what keeps asset owners up at night. We need to put structure and workflows in place to balance service levels, costs and risks for the organization – that’s where asset management can help.

While the practice of asset management includes the professional areas of risk, finance, engineering, economics and information management, Asset Managers are business strategists who should understand a little about each of these specialties. They need to see the big picture and think about tomorrow’s problems not just those of today.



About the job

Job Title:  Adult Learning and Development / HR Specialist (Full Time Fixed Term Contract)

  • Develop and conduct an industry survey and needs analysis for AM competency management.
  • Research best practice in Human Resources, Competency Development, Competency Framework and Model Development, Learning & Development, Career Planning, People Skills, etc.
  • Update and expand on the content in the AMCF.
  • Design and develop a web portal, a competency gap assessment tool and a competency development activity assessment tool, based on the AMCF.
  • Develop role descriptions, career paths, competency profiles, competency elements, and similar.
  • Engage in industry and partner outreach and assist in program communications and stakeholder coordination.
  • Develop and support delivery of communication and training content related to the AMCF.
  • Research and review existing options for AM competency development activities.
  • Depending on identification of needs and activity gaps, potentially develop learning principles, objectives and content for AM competency development activities, including the development of e-learning modules.
  • Support, evaluate and update a pilot program for the tools and content developed.
  • Support on-site adoption or adaptation of the AMCF in select municipal organizations.
  • Plus more! As an established start-up business, we all need to get our hands dirty, you’ll be expected to help with various other activities as they arise to move us towards our goals.

Full time, 12-month contract term. Competitive salary, to be negotiated.

Starting in Jan/Feb 2021, date negotiable.  Opportunity to extend beyond 12-month term.

Preferably based in Kelowna, BC. We have an office downtown at CoLab and do work remotely too! There is an option to work completely remotely for the right candidate.

Flexible Working arrangements: Need time off? No problem. Just do the work another time to stay caught up.
